I think the key to improving spoken English, as simple as it sounds, is practicing every day. A lot of Chinese people feel that this is impossible or impractical, because they don't have access to a foreigner or even a Chinese language partner every day. It's important to remember, though, that you can practice speaking on your own as well. You can repeat after tapes, movies, or TV shows; you can read out loud from a book; you can even record yourself giving a short speech on a topic. Of course, it is important to practice by communicating with others, but you can also do a lot on your own. At least a little bit every day. Hope that is helpful.

子张学干禄。子曰：多闻阙疑，慎言其余，则寡尤。多见阙殆，慎行其余，则寡悔。言寡尤，行寡悔，禄在其中矣。 子张是孔子的弟子。学干禄,就是学求从事政治之意。 「多闻阙疑。」多闻就是博学。学无止境，虽然博学，仍有不能完全了解之事，此即是疑。阙疑就是存疑之意。 「慎言其余，则寡尤。」慎言，是说言语要恰到好处，不可多说，多则不免有失。 「多见阙殆。」虽然多见,尚有危疑不安于心之事，亦须阙而不行，是为阙殆。 「慎行其余，则寡悔。」其余，指无疑惑之事，亦须中道而行，恰到好处，无过无不及，是为慎行。如此则少后悔。 「言寡尤，行寡悔，禄在其中矣。」言语少过失，行事少后悔，禄位即在其中。即可办政事。 南怀瑾大师解释这句话时，引用了一句“事到万难须放胆，宜于两可莫粗心”。后一句有道理，前一句更有道理。
