2010 parking pain Residents living near some Olympic venues with vehicle insurance that doesn't match their address will need a special permit to park in front of their home during the games. Temporary parking restrictions are being introduced during the 2010 Olympic Winter Games, which effect neighbourhoods around the Vancouver Olympic and Paralympic Centre at Hillcrest Park, from Feb. 12 to 28 and March 12 to 21, and areas near the Pacific Coliseum, from Feb. 12 to 28. In the past week dozens of signs have been erected in those neighbourhoods warning: "No parking except vehicles registered to this block." That means many streets with no prior parking restrictions will temporarily be reserved for residents only. Cars not registered to that street could be towed. I live several blocks from what's going to be a very busy Olympic venue, so wasn't surprised to see the large signs erected on our street last week. RECALLING COWIE Before his sudden death Nov. 21 due to respiratory failure, landscape architect and developer Art Cowie was probably best known as the guy who gave up his seat as a Liberal MLA in Vancouver-Quilchena in 1993 so now Premier Gordon Campbell could run. But I knew Cowie as the guy who spoke at park board and public consultation meetings any time a proposal was on the line that he thought could adversely affect the city's parks. One of the last times I spoke to Cowie was at an open house held last year to discuss a controversial proposal, which if successful, would have seen a 60-metre observation tower, complete with a 350-seat, skyscraping banquet room, built at Queen Elizabeth Park. Cowie spoke against the proposal, which was eventually voted down by the park board. Cowie served two terms on the park board--from 1970 to 1974 and from 1988 to 1992, and remained interested in civic politics until his death. About 100 people showed up to a special meeting regarding budget cuts held at the park board office Tuesday night, and their message was loud and clear: "Do not mess with our parks and services." Particularly passionate was a presentation by Emma Sutherland, a consultant working with Active Communities Vancouver and Vancouver Native Health Society. The entire annual funding for Active Communities, $100,000, is on the chopping block. Sutherland told commissioners at the meeting she's "surprised" the board could consider scrapping such a successful, award-winning program. Sutherland was asked in 2006 to create a program aimed at increasing the physical activity levels of aboriginal people, women and girls, and people living on low incomes to fulfill Active Communities Vancouver's mandate to increase health and fitness levels of all residents. I received interesting emails in response to a story I wrote last week about a group calling for a coyote cull. The group says if coyotes were culled locally, domestic cats wouldn't have to be kept indoors. In response one reader wrote: "We have far, far, far too many cats and dogs in this city. They s--t and piss on everyone's plants, trees and lawns, doorways, walkways and fences, too. They scare and kill song birds, raccoons, squirrels, skunks, and they waste people's time and money, better spent reading books, learning languages, improving literacy and assisting the poor, the disabled, the elderly and the homeless." Another reader called my story "ridiculous," and added: "My God, people in Vancouver have got to be the whiniest, bitchiest bunch I have ever come across, and I am from here, but culling coyotes because of their ignorance, that really takes the cake."
