This document describes the program for a Development Policy Loan (DPL) aimed at improving Performance and Accountability of Social Sectors (PASS) in the Dominican Republic (DR). This operation is being proposed as the first of a series of three sequential programmatic operations. The strategic vision of the PASS is to improve results in social sectors (mainly social protection, education and health), preserving in the short term, and enhancing in the medium term, the human capital of the poorest citizens. The objective of the Public Finance and Social Sector Development Policy Loan Program for Dominican Republic (DR) is to improve the quality and efficiency of public spending, especially for poverty reduction and human development. The DR is a middle income country on the eastern part of the Caribbean island of Hispaniola, which it shares with Haiti. With a population of 9.8 million and a land area of 48,700 sq km, it is on both dimensions the second largest country in the Caribbean, after Cuba. Tourism, mining, and light manufacturing are the main exports. Foreign direct investment was about 3.8 percent of gross domestic product in 2007, and remittances were about 7.3 percent. For over a decade the DR has had competitive elections and peaceful alternation of parties in power. As in most middle income countries, politics play a key role in economic policy and the reduction of poverty. The Status of Projects in Execution (SOPE) report for FY09 provides information on all International Bank and Rural Development (IBRD)/International Development Association (IDA) projects that were active on June 30, 2009. The report is intended to bridge the gap in information available to the public between the project appraisal document, disclosed after the Bank approves a project, and the implementation completion report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date for all active projects.
