The Status of Projects in Execution (SOPE) report for FY09 provides information on all International Bank and Rural Development (IBRD)/International Development Association (IDA) projects that were active on June 30, 2009. The report is intended to bridge the gap in information available to the public between the project appraisal document, disclosed after the Bank approves a project, and the implementation completion report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date for all active projects.

The objective of the Coast Conservation and Management Project is to strengthen conservation, sustainable use and mainstreaming of biodiversity in coastal and marine ecosystems in Namibia. Negative measures include: prospecting and mining, tourism and concessions, industries, and plant and animal harvesting. Mitigation measures include: a) unless explicitly allowed by virtue of a valid permit, no-one may harvest any plant or animal for commercial purposes in the park; b) beach-combing is permitted, providing that the intention is to collect items for personal use only, and that items are only collected by hand only; c) salt pans, associated oyster farming, and rock salt mining operations need to be zoned for restricted access, to prevent interference by public and vehicles with the production and mining activities; and d) prospecting and mining for strategic minerals only, will be permitted in the park, and then only in areas where they will not unduly undermine conservation ...

This report is organized around three thematic chapters. Chapter one looks at the contribution of the environment and tourism sector to the Namibian economy as well as at some key achievements and challenges. Chapter two describes the policy and legislative framework, and the institutional analysis of the environment and tourism sector. Chapter three examines the financing of the sector and some key budget management issues. And finally in chapter four of volume one, a set of recommendations and short- and medium-term actions are proposed that aim to assist the Ministry in the implementation of its up-coming work programs as well as the strategic plan. Chapter four of volume two includes the assessment of the financing of the sector at the local level using the example of the Erongo Region.
